Civica partners with Enterprise AI to bring DAISY to Australian councils

Civica, a global GovTech provider serving more than 6,000 customers, has partnered with Enterprise AI to bring AI-powered planning assessment to Australian councils. The partnership embeds Enterprise AI's Development Application Intelligence System (DAISY) into Civica Altitude, Civica's local government platform.

Tackling development application backlogs

Councils are dealing with backlogs driven by incomplete applications, manual assessment and state and federal housing reforms. "Councils are facing growing demand to approve and deliver more housing faster," said Shane Proctor, Vice President, Civica APAC.

DAISY works on both sides of the process:

• DAISY Assist guides applicants from their first enquiry through to submission and checks completeness before lodgement.
• DAISY Assess supports planning teams with compliance checks, planning control interpretation and report drafting.

Early adopters reported a 20% reduction in assessment timeframes and a 49% increase in service capacity.

More than planning

Enterprise AI also serves as Civica's AI module, with other potential uses including food premises registration and customer correspondence. "Councils carry a national responsibility on local budgets," said James Masella, Director, Growth & Partnerships at Enterprise AI. The announcement coincided with Enterprise AI's participation in Civica Connect in Brisbane.

DAISY received the 2025 Planning Institute of Australia NSW Award for Performance & Innovation and is being piloted internationally. It is the same platform behind Blacktown City Council's development application work.
