Copilot Cowork GA and Agent 365: what partners need to know
Copilot Cowork is GA, Agent Factory unifies consumption and Agent 365 adds cost management. What it means for CSPs, MSPs and ISVs.

Microsoft's commercial business is getting more specific about how customers will buy, run and control AI at scale. A recent post from Judson Althoff confirms general availability for Copilot Cowork, introduces a single consumption model through Microsoft Agent Factory, and positions Agent 365 as the control plane for agents, including their cost.
For partners, this is less about new features and more about commercial mechanics. Licensing, forecasting and governance are where the next wave of partner revenue sits.
What Microsoft announced
Althoff frames "Intelligence + Trust" as the two essentials of any AI solution, and the announcements map to that idea:
- Copilot Cowork is generally available worldwide. It requires the Microsoft 365 Copilot user subscription licence (USL) and is then billed on usage.
- Microsoft Agent Factory offers one consumption model across Microsoft 365 Copilot (including Cowork), GitHub Copilot and agents built in Fabric, Foundry and Copilot Studio.
- Model diversity by design. Microsoft says both Microsoft 365 Copilot and GitHub Copilot can use different models for different tasks, citing GPT-5.5 and Claude Opus 4.8 as examples with distinct roles and economics.
- Agent 365 as the control plane. It brings together observation, governance, management and security for agents, building on Entra, Defender, Purview and Intune.
- Cost management for agents. Microsoft is extending Agent 365 to include cost management so agent spend sits alongside security and compliance.
- Three cost levers. Microsoft names model diversity, organisational context through Microsoft IQ, and FinOps as the ways customers keep AI costs in check.
Why it matters for Microsoft partners
The licensing model is the biggest change for CSPs. A fixed per-user fee with variable consumption on top makes Copilot harder to quote and easier to under-forecast. Customers will want someone to model expected usage, set guardrails and explain the bill. Partners who can do that confidently will win trust, and renewals.
For MSPs, Agent 365 looks like a ready-made managed service. As customers move from a handful of pilots to dozens or hundreds of agents, someone needs to keep track of what is running, what it can access and what it costs. That is ongoing work, and it fits the monthly managed-service model that many Australian MSPs already run.
For ISVs building on Foundry or Copilot Studio, Agent Factory simplifies the commercial story. If customers can draw on one consumption pool across Microsoft's AI products, a solution that spans several of them becomes easier to buy. It also strengthens the case for transacting through Microsoft Marketplace, where consumption commitments already matter to buyers.
Model diversity is worth noting too. Customers will increasingly ask which model suits which task. Partners who can answer that with evidence, rather than opinion, will stand out.
What partners should do next
- Update your Copilot pricing playbook. CSPs should build a simple estimator and talk track covering the USL plus usage-based Cowork, so sellers can set expectations early and avoid bill shock.
- Launch an agent governance service. MSPs can package Agent 365 onboarding, policy setup, security monitoring and monthly spend reporting into a tiered managed offer.
- Align ISV messaging to Agent Factory. If your product runs on Foundry, Fabric or Copilot Studio, explain how it fits within a customer's consumption model. Add this to Marketplace listings and co-sell collateral.
- Run a FinOps for AI campaign. Cost control is a board-level concern. A short guide or webinar on managing AI spend gives you a credible, non-salesy reason to start conversations. Our demand generation approach works well for this kind of education-led campaign.
- Train your pre-sales team. Make sure they can explain model choice, Microsoft IQ and Agent 365 in plain language. Customers will ask.
- Check co-op and MDF eligibility. Copilot and agent-focused campaigns may qualify for MDF support, so plan activity with funding in mind.

How is Copilot Cowork licensed?
Microsoft says Copilot Cowork requires the Microsoft 365 Copilot user subscription licence and is then usage-based. CSPs should treat it as a hybrid of a fixed per-user fee and variable consumption when quoting and forecasting.
What is Microsoft Agent Factory?
Microsoft describes Agent Factory as a single consumption model spanning Microsoft 365 Copilot (including Cowork), GitHub Copilot and agents built in Fabric, Foundry and Copilot Studio. For partners it simplifies the commercial conversation when a solution spans several of those products.
Where is the MSP opportunity in Agent 365?
Agent 365 is positioned as the place to observe, govern, manage and secure agents, building on Entra, Defender, Purview and Intune, and Microsoft is adding cost management. MSPs can package ongoing agent governance, security and spend reporting as a managed service.
